THE CRITERIA FOR POST 16 TRANSPORT HAS CHANGED FOR ACADEMIC YEAR 2025/2026 – APPLICATION FORMS ARE NO LONGER BEING ASSESSED ON A FIRST COME FIRST SERVED BASIS BUT INSTEAD ON A FURTHEST DISTANCE FIRST. THOSE SUDENTS WHO HAVE ACCESS TO A PUBLIC SERVICE NETWORK WILL NOT BE CONSIDERED. THE FOLLOWING CRITERIA MUST BE MET:
(i) The student resides in Monmouthshire.
(ii) The student lives 3 miles or more from the educational establishment and
(iii) Be attending their catchment or nearest sixth form school for their chosen approved full time further education programme of study
Those students who live the furthest from the school will take priority.
Students who live in Monmouthshire and are over 16 and under 19 at the start of the academic year may be able to apply for Post 16 Concessionary transport if they meet the criteria. Transport is not guaranteed and will only be awarded if there are vacant seats on existing contracts. If transport is awarded there will is a parental contribution of £538 or £269 if in receipt of certain benefits. This does not have to be paid in full and can be paid via an agreed instalment plan with the sundry debtor team. The only condition is that the Parental contribution must be paid before the end of the academic year.
Please be advised that Post 16 Concessionary Transport application forms for the following academic year will be available from the 1st May each year, any application forms received before this date will not be considered, will be removed from our system and you will need to reapply. This is to ensure that everyone has the same opportunity to apply for and be awarded concessionary transport.
If you do not live in Monmouthshire but have a Post 16 child attending a Monmouthshire school, they will not ordinarily be eligible for transport. If, however we do have spare seats remaining after all the Monmouthshire residents’ applications have been considered, we will consider applications from non-Monmouthshire residents.
If seats are awarded there is no guarantee that the seat will be available for the duration of the academic year as an application from a learner eligible for statutory transport will result in the seat being re-allocated to them.
Post 16 is not a statutory service and is offered on a discretionary basis as such there is no right to appeal if you are not awarded a Post 16 Concessionary seat.
Pupils will not be authorised to use a Post 16 Concessionary placement until officially confirmed in writing by The Passenger Transport Unit. If you are awarded transport and you move schools or address, then you are to advise The Passenger Transport Unit immediately in writing so that we can reassess your eligibility for the transport. If your seat is subsequently cancelled, we will review the balance on any payments and if necessary, issue you a refund. If you are paying by instalments, we will calculate the fee due at the point that the transport is withdrawn and advise you accordingly. You will remain liable for any outstanding payments. We will not accept applications for concessionary travel for any learner who has a balance remaining from a previous academic year.
Means Testing Criteria for Discounted Post 16 Concessionary Transport
You must be in receipt of one of the following benefits and provide up to date evidence of these with your application:
- Income Support
- Jobseekers Allowance (Income Based)
- Child Tax Credit with an annual income of less than £16,190 (you are not entitled if you also receive Working Tax Credit).
- Employment Support Allowance (Income Related)
- The guarantee element of Pension Credit
- Support under Part VI of the Immigration and Asylum Act 1999
- Universal Credit – where the monthly net earned income is not more than £616.67.
