Pre-purchase Certificate
The pre-purchase Certificate is a discretionary service offered by Monmouthshire County Council aimed at people looking to buy a property in Monmouthshire. The application would provide you with:
- A planning history search
- Details of planning permissions/ Listed Building consents
- Enforcement history relating to identified breaches of planning control (this would not relate to unsubstantiated complaints)
This service would include a site visit and identify whether there are any breaches of planning control and whether any breaches would be expedient to enforce.
The certificate would inform that any approved development at the site, up to the point of the request, has been carried out in accordance with approved plans and that there is no breach of planning control at the site.
This will give you the confidence you need to ensure that the property you are purchasing has complied with all the relevant aspects of planning control.
The fee for this service is £600 and we will aim to provide a written response within 28 days.
(This service looks at compliance with all types of planning permissions including Listed Building consent: it does not provide a substitute to Lawful Development Certificates).
How do I use this service?

Once your application and payment have been received, it will be logged and an acknowledgement letter issued with the reference number. Your case officer will then be in touch to arrange a visit.
Completion Certificates
Certificate of Completion is a discretionary service offered by Monmouthshire County Council. The certificate will state:
- Whether the Planning Permission and/or Listed Building Consent applied for has been carried out in accordance with the approved plans
- It will confirm the status of all conditions and any approved amendments if applicable
- It will confirm whether all Section 106 obligations have been discharged/met
The purpose of this service is to offer support to applicants, agent or any other interested party that the works are appropriate and acceptable once they have been built. If there is an issue of non-compliance this will be brought to the applicant attention and an opportunity provided for the breach of planning control to be rectified.
The service will include a site inspection and desk based research.
The fee for this service is £495 for each application number requiring a discharge of condition certificate, or £650 for a Section 106 certificate. We will aim to provide a written response within 28 days.
NOTE: Where a listed building and planning application are required for the same development, this will be treated as one application.
