Deposit Plan Consultation
Monmouthshire County Council (MCC) is consulting on its Deposit Replacement Local Development Plan (RLDP), together with the supporting Integrated Sustainability Appraisal Report and Habitats Regulations Assessment. The Deposit Plan was endorsed for statutory public consultation/engagement at the Council meeting on 24th October 2024.
The Deposit Plan is a key stage in the preparation of the Development Plan for Monmouthshire. It progresses the evidence gathering, stakeholder engagement and Pre-Deposit work undertaken to date, including the Preferred Strategy consultation, and sets out the strategy, proposals and detailed policies for the future use and development of land in Monmouthshire over the period 2018-2033. The RLDP will cover the whole County except for the area within the Bannau Brycheiniog National Park (BBNP).

A revised Delivery Agreement has been prepared alongside the Deposit Plan which amends the project timetable for Plan preparation.
Where can you view the Deposit Plan and supporting documentation?
- County Hall, Usk (please contact the Planning Policy Team to make an advance appointment to view the documents).
- MCC Community Hubs at Abergavenny, Caldicot, Chepstow, Gilwern, Monmouth and Usk during normal opening hours.
- Community and stakeholder drop-in sessions (details referred to below).
Please note the evidence base documents and background papers are not available in print format in all of these locations, members of staff at the community hubs will be able to show how these can be viewed on the Council’s website.
Community and Stakeholder Drop-in Sessions
A number of in-person community and stakeholder engagement events (‘drop-in sessions’) are being held throughout the County during the consultation period, where you can speak to a planning officer about the consultation documents. Further details are available on the RLDP consultation page.
Two virtual engagement events (Microsoft Teams live events) will also take place during the consultation period, whereby officers will present the Deposit RLDP and respond to questions. Further details are available on the RLDP consultation page using the links below.
How to have your say on the Deposit RLDP
The Deposit Plan, Integrated Sustainability Appraisal and Habitats Regulations Assessment along with the supporting documents are available for public consultation from Monday 4th November 2024 to Monday 16th December 2024.
You can comment on the consultation documents via:

Completed forms can be emailed to planningpolicy@monmouthshire.gov.uk or posted to Planning Policy, Monmouthshire County Council, County Hall, The Rhadyr, Usk, NP15 1GA. To assist with the efficient processing of responses we would encourage you to submit your comments via the online form or email.
The deadline for submitting comments is midnight on Monday 16th December 2024. Responses cannot be accepted after this date. Please note that all comments received will be available for public inspection and cannot be treated as confidential.
