Anyone looking to collect money in a public place for a registered charity or organisation, must first obtain a street collection permit from Monmouthshire County Council.

The registration is free of charge, we recommend contacting the licensing section by phone or email to ensure the collection date is available prior to submitting an application. Monmouthshire County Council restrict street collection activity, only one collection per town, per day.

When collecting

Street collections should be conducted in pedestrianised areas of the town centre when available. Sealed collection tins must be used and the collector must be able to produce the collection permit on request.

Collectors should stand allowing members of the public to approach and have the option of providing a donation. Please do not walk towards members of the public, follow people through the town, be aggressive or threatening. Monmouthshire County Council receive complaints regarding people approaching members of the public in a persistent manner. Complaints received by the Licensing Section may prevent future permits being issued.

Anyone acting aggressively or suspiciously should be reported to Heddlu Gwent Police. Direct debit collections are not regulated by the Local Authority.
