The proposals for a Replacement Local Development Plan (RLDP) have been published by Monmouthshire County Council.

The proposals will be considered by the Place Scrutiny Committee on 10 October.

On 24 October, the council will consider endorsing the RLDP as the basis for a public consultation during November and December. Only after the public consultation will the council consider whether it agrees to submit the proposals to Welsh Government for inspection.

The proposals allocate land for a further 2,000 homes in the county over a 15-year period as well as 48 hectares of land for the creation of new jobs.

The proposals are that all new homes will be net zero carbon, 50% of the homes will be affordable and most of the development will be focussed on our four largest towns, while allowing the limited development which sustains the future for our villages

Cllr Paul Griffiths, Deputy Leader and Cabinet Member for Planning and Economy, said: “We have been developing these proposals over the past two years working with local communities, local businesses, house builders and landowners. I believe that the proposals will allow our county to develop in a sustainable manner – allowing young people the prospect of affordable homes and jobs in the county.

“Without the development proposed, particularly the development of new affordable homes, the county will become ever more dominated by an older, retired population without the younger people necessary to support the businesses and services we all need.

“There are limits on the scale of development that can be supported by the county’s infrastructure and that is why the scale of the proposed development is around half of that agreed by the previous administration in 2020.

“I am sure that our proposals can be improved. There will be scrutiny by the council’s committee and consideration by the full council. Six weeks of public consultation will allow many issues to be raised by people throughout the county.

“We will learn from the public debate and only then, next spring, will the council be asked to submit a Development Plan for public inspection.”
