Monmouthshire County Council has received an Environmental Permit application from Securiclad Ltd, Hadnock Road Industrial Estate, Monmouth, NP25 3QG

The application is for the manufacture of composite panels bonded together using a 2 part adhesive that contains isocyanates.

Should a Permit be granted, the company will have to comply with conditions to ensure their emissions meet legal requirements.

Environmental Permitting Regulations

We work with industries and businesses to control and minimise the release of emissions into the air, and to protect human health and the environment.

The current legislation for the control of industry emissions are the Pollution Prevention and Control Act 1999 and the Environmental Permitting (England and Wales) Regulations 2016

As well as Natural Resources Wales, we are responsible for regulating and working with industries and businesses to control emissions.

Industries which are regulated under the legislation are referred to as processes. They fall into one of three categories depending on the nature and size of the business.

The category that a process falls into determines both who the regulator will be and which emissions will be regulated. Businesses cannot operate unless we or the Environment Agency grant them an environmental permit. The permit will have conditions, which the business must comply.

Categories:

Part A1 – Regulated by the Natural Resources Wales

Part A2 – Regulated by the local authority
Part B – Regulated by the local authority

A1 and A2 processes have permits covering the full scope of environmental emissions (including emissions to air, land and water and noise and energy efficiency). Part B processes have permits covering emissions to air only unless they use solvents in which case spillages to land and water are also regulated.

Currently, we regulate 23 Part B processes; there are no Part A2 processes in Monmouthshire.

The Part A1 processes are regulated by the Environment Agency.

Part B processes:

  • 1 Bending, packing, loading and use of bulk cement
  • 1 Painting and coating of metal packaging
  • 1 Coating of metal and plastic
  • 3 Mobile Crushers
  • 2 mobile asphalt recyclers
  • 1 Re-spraying of road vehicles
  • 2 Dry cleaners
  • 13 Petrol filling stations with an annual throughput of petrol of more than 500,000 litres
    Operators of processes regulated under the legislation must hold an Environmental Permit.

The Environmental Health section issues the permit with certain conditions that the operator must abide by. The conditions are in place to control and limit emissions. We inspect the processes to ensure that the conditions are being met.

    • 1 Animal Feed Compounding process
    • 1 Coating of metal and plastic
    • 1 di-isocyanate process
